SOM2 and Related Meetings, day 4

During the fourth day of SOM2 and related events, the future of education and the workforce was discussed, exploring innovations in telecommunications regulation and the challenges associated with the adoption of 5G technology. Featured topics of the day included connectivity, education, and digital security.

Human Resources Development Working Group (HRDWG)

The second day of meetings of the Education, Labour, Social Protection, and Capacity Building networks of the Human Resources Development Working Group (HRDWG) was held, highlighting the following points:

  • Utilizing new technologies and digital platforms in skills assessment.
  • Building workforce resilience through continuous skills development.
  • Development and strengthening of critical employability competencies to face the challenges of the 4th industrial revolution.
  • Implementing lifelong vocational training.
  • Labour and social protection developments.
  • Progress on the mid-term review of the Education Strategy and its action plan.

APEC Regulatory Roundtable

The APEC Regulatory Roundtable, titled “Regulatory Innovation and Improvement in Telecommunications,” was organized by the Ministry of Transport and Communications and the Supervisory Agency for Private Investment in Telecommunications of Peru (OSIPTEL). It was part of the 68th Meeting of the APEC Telecommunications and Information Working Group.

This event discussed global trends in innovation in public service regulation, particularly in telecommunications. It highlighted efforts to address the connectivity gap and adopt new technologies like Low Earth Orbit (LEO) solutions. The session focused on the use of policies or regulatory measures as a testing ground to create evidence.

Additionally, the debate focused on the use of technological tools to measure the quality of fixed and mobile Internet access services. It aimed at reviewing international experiences and best practices in measuring network quality and Quality of Experience (QoE).

During this event, which also included a presentation on regulatory quality and the indicators to measure it, APEC economies shared their experiences, good practices, and lessons learned on these topics.

APEC Industry Roundtable

The APEC Industry Roundtable, entitled “5G in APEC Economies,” was organized by the Ministry of Transport and Communications and the Secretariat of Digital Government and Transformation of the Presidency of the Council of Ministers of Peru. It was part of the 68th APEC Telecommunications and Information Working Group Meeting.

This event explored the diverse status and challenges of 5G adoption in APEC economies, emphasizing the importance of sharing experiences for policymakers.

It also focused on forecasting the impact of 5G on vertical industries, spectrum management, and digital security. Despite rapid global adoption, challenges remain in utilizing 5G efficiently and ensuring digital security.

Finally, during the last session, digital security issues in various application and operational areas were delved into, highlighting the need for robust security measures in the 5G era.

The panelists in this roundtable included distinguished representatives of APEC economies and of international organizations in the field of telecommunications and information.
